188 of the Turkish Criminal Code, organized under the heading Crimes Against Public Health. The article provides for the punishment of persons who manufacture, import, export, sell, offer for sale, give, ship, transport, store, buy, accept, possess drugs or stimulants.
In this article, it is not defined what drugs or stimulants consist of, nor has the path of showing them one by one been taken. This is due to the fact that the abuse of drugs or stimulants, as well as drugs and synthetics that have the same effect, is sanctioned, ensuring a strong social defense. Thus, it has been accepted that all substances that, as psychotropic substances, have a narcotic or stimulant effect and cause addiction in people will constitute the subject of this crime. This crime is a crime that can be committed selectively.
In the first paragraph of the article, the manufacture, import or export of drugs or stimulants without a license or in violation of a license is defined as a crime.
In the third paragraph of the article, various acts related to the trade in drugs or stimulants are defined as a separate crime. Accordingly, the sale, supply for sale, delivery to others, transportation, storage or purchase, acceptance or possession of drugs or stimulants without a license or in violation of a license within the country for the purpose of profit constitutes a separate crime.

Manufacture Of Drugs And Stimulants :
It is the process of increasing and converting narcotic substances into other substances that allows you to obtain narcotic substances. Operations that do not change the nature of the drug substance do not fall under the concept of manufacturing. The cultivation of plants that constitute the origin of the production of narcotic substances is not included in the concept of production.
It includes the processes of purification of narcotic substances and their conversion into other narcotic substances. Manufacturing can take place in three forms. One of them is that as a result of the chemical reaction of two or more substances that do not have the properties of drugs and stimulants in themselves, a substance other than these two substances and with the properties of drugs and stimulants is obtained. The second is the conversion of a stimulant and narcotic substance obtained by a natural or artificial means into another drug and stimulant substance by some methods. The third is the purification and purification of any narcotic and stimulant substances by methods such as distillation, flatosion and electrolysis, by decomposing substances that impair the purity in it.
